
Robert Fulton

In Dr. Fulton’s three decades of service to PK-20 education, he has been an advocate for learners and the organizations that help them build their lives. Working to expand access to education and improve learning, he has expertise as a public school superintendent and as a higher education administrator in all sectors of postsecondary education—public, nonprofit and private colleges and universities. Dr. Fulton has served as a chief academic officer, school of education dean, continuing education dean, accreditation consultant and evaluator, business owner, board director, grant writer, researcher and teacher. He has a broad frame of reference regarding educational quality, the challenges that face organizations and the range of potential solutions for addressing those challenges.
Dr. Fulton holds a PhD in Higher Education Administration from the University of Texas at Austin where he was a WK Kellogg doctoral fellow and was awarded honorary lifetime membership into Phi Kappa Phi. He holds an MA in Education from the University of Colorado at Denver and a BA in English Literature from the University of Colorado at Boulder. Currently, Dr. Fulton serves as principal for a consulting business that helps PK-20 leaders innovate and grow by providing expert counsel on academic processes and outcomes, including those associated with curriculum, instruction, assessment of student learning, student services, learning resources, technology, accreditation and regulation. He also teaches education courses for the University of Northern Colorado Center for Urban Education, and serves as a member of the UNC-CUE Education Leadership Council.

Jack Robinson

Jack D. Robinon, is an attorney and co-founder of the law firm Spies, Powers & Robinson, P.C., where his primary practice area is special education law and educational discrimination. Mr. Robinson has been representing the rights of children with disabilities and their parents for over twenty years. Mr. Robinson was the attorney for the parents in Endrew F. v. Douglas County Sch. Dist., a landmark case decided by the United States Supreme Court in 2017 that established a “markedly more demanding” standard for determining the educational rights of children with disabilities. Mr. Robinson is a frequent lecturer on the application and construction of the Individuals With Disabilities Education Act, Section 504 and the Family Educational Rights and Privacy Act. He has represented clients in numerous due process hearings, civil actions in the U.S. District Court, and appeals in the 10th Circuit Court of Appeals and the United States Supreme Court. Mr. Robinson is a member and founder of the Colorado Council of Special Education Lawyers and is a member of the Council of Parent Attorneys and Advocates. Mr. Robinson received his Juris Doctor degree from the University of Denver College of Law and is licensed to practice law in all Colorado State District Courts, the Colorado Court of Appeals, the Colorado Supreme Court, the United States District Court for the District of Colorado, the Tenth Circuit Court of Appeals and the United States Supreme Court.

Chris Jensen has worked in the field of disabilities for the past 26 years in a variety of capacities ranging from direct care, to community involvement to employment services. Currently he is the IT Director for Ability Connection Colorado. Chris has his Bachelor’s degree in Human Development and Family Studies from Colorado State University and a graduate level certification in Information Technology from Westwood College in Denver. He is also the proud father of two sons age 12 and 9.

Harsha Sekar is a Public Finance Attorney at Sherman & Howard L.L.C. Harsha's practice involves the representation of underwriters, issuers and borrowers, banks and other transaction participants in municipal securities offerings. Harsha has been active in the securities industry for a number of years. Prior to joining the firm, Harsha was a Vice President at a major investment bank, where he advised the public finance group on items relating to the federal securities laws, rules and regulations promulgated by self-regulatory organizations, and other business and reputational matters. Harsha began his career with the Financial Industry Regulatory Authority (FINRA), where he worked with a broad range of member firms specializing in both investment banking and retail activities. Harsha supports a number of nonprofits and currently also serves on the Board of Directors of the Denver Family Institute, a leading healthcare-focused 501(c)3 nonprofit organization that provides low-fee, strength-based counseling services to individuals, couples and families from all walks of life.
